Overview
Pertemps Recruitment on behalf of Buckinghamshire Council has an exciting opportunity for a Domestic Resource Efficiency Officer to join the Climate Response Team in their Aylesbury office (HP20 area). As a Domestic Resource Efficiency Officer you will be working with internal and external stakeholders to optimise and monitor the provision of domestic resource efficiency grants and other support to residents in the area (e.g. Sustainable Warmth); providing advice on available support (including funding and grants) to assist with the implementation of measures, identify and recommend appropriate interventions, and provide low-cost easy-retrofit measures to support the sustainable use of resources (including reducing energy and water consumption) and help mitigate fuel poverty.

About the role
The Council's Climate Change and Air Quality Strategy was adopted in 2021 and the Energy and Climate Change Team is tasked with helping fulfil commitments set out in this document. The purpose of this role is to progress the adoption/implementation of resource (e.g. energy and water) efficiency measures.
The main responsibilities and duties of the Domestic Resource Efficiency Officer are to:
Work with internal and external stakeholders (e.g. Greater South East Net Zero Hub) to optimise and monitor the provision of domestic resource efficiency grants and other support to residents in the area (e.g. Sustainable Warmth).
Plan and organise work such as visits to domestic premises, the collection of materials to install low-cost easy-retrofit resource efficiency (LCERRE) measures, and the completion of post-visit reports.
Engage residents, and plan and carry out short assessments at domestic premises, to determine the need for specific LCERRE measures in domestic properties, and most appropriate advice regarding available support and recommend appropriate interventions to support the sustainable use of resources and help mitigate fuel poverty.
Provide and fit low-cost easy-retrofit resource efficiency measures during visits to domestic properties to support the sustainable use of resources
Collate, process and analyse information in relation to the management of energy and water in domestic premises according to agreed processes/procedures, including but not limited to energy and water consumption/generation, fuel supply and use.
Research and identify issues, developments, good practice and legislation changes regarding the management of energy and water, resolving issues as appropriate and escalating complex problems if necessary.
Assist with the procurement and delivery, arrangements for storage, and stock control of LCERRE measure materials
Proactively build and maintain good working relationships and communicate effectively with all stakeholders (e.g. the Council's housing and public health teams), to ensure effective service delivery and to identify and share best practice.This is a temporary position until 30th April 2023, though there is potential for this to be extended further. The pay rate is up to £22.00 per hour, and you will be working full time, 37 hours per week.
The Aylesbury office is conveniently situated in the town centre (HP20 area) with great transport links including a local train station and excellent road connections to the M25, M1, M4 and M40

About you
Excellent interpersonal and customer service skills. Proven ability to negotiate and persuade and build and maintain effective working relationships at all levels. Ability to communicate with, engage and influence customers, partners and stakeholders, in complex situations.
It's essential that the postholder is able to correctly use unpowered small hand tools (e.g. screwdriver and pliers) and is physically capable of installing low-cost easy-retrofit resource efficiency (LCERRE) measures (such as LED lightbulbs, reflective radiator panels) (full training will provided regarding the installation of these measures).
Significant relevant experience of working on several renewable energy and/or energy efficiency projects
Due to the frequent liaison activities, excellent written and verbal communication skills are essential.
Comprehensive knowledge of relevant processes, systems, policies and procedures will be essential, as will good knowledge of other areas of the authority relevant to the service.
